Senior VP, Civil Engineering
Mr. Swain is a registered Professional Engineer and Land Surveyor with over 30 years of experience on a wide variety of civil engineering projects. His project experience includes utility system design, stormwater/drainage design, water/wastewater treatment system design, roadway design, reservoir design, subdivision layout and platting, permitting and master planning. He has a Master of Science in Civil Engineering and a Bachelor of Science in Chemical Engineering both from the University of Oklahoma.
Rick Schlegel, P.E.
Manager - Woodward Branch
Mr. Schlegel has over 36 years of engineering design and construction experience in all types of Municipal, Industrial, Rural, and Private Infrastructure Projects. Rick was the former State Engineer for the USDA-Rural Development (18 Years), selected as the National Rural Development Engineer of the Year, and was selected as one of the “Top Ten” Federal engineers in the country by the National Society of Professional Engineers when he was with USDA. Rick has design and construction contract management experience in many areas including water supply treatment, distribution and transmission, groundwater investigation, water well design, sanitary sewer collection and treatment systems, wastewater management, environmental assessments, site planning, paving, streets, sidewalks, bridges, culverts, dams and reservoirs, grade stabilization structures, animal waste systems, and many small and innovative technologies for small communities. Rick is currently the city engineer for over 30 communities in Northwest Oklahoma.
Cole Bond, P.E.
Mr. Bond is a registered Professional Engineer with 10 years of experience with civil engineering projects His project experience has ranged from aviation projects to transportation, commercial real estate, and residential projects. Cole is efficient in AutoCAD Civil 3D, Design AC, Drainage AC, Interconnected Pond Routing, and FAA Fairfield Pavement Design. Cole has overseen all aspects of projects from conception through construction. He has excellent communication skills and will work closely with clients to complete projects on time and within budget.
Corey W. Lipps, P.E.
OKC Civil Group Manager
Mr. Lipps has a diverse body of commercial land development experience from preliminary planning and site selection to design, permitting, construction, and occupancy. He has completed due diligence on the entitlement and construction requirements of many communities, and has advised clients on the approval and permit process required to develop their projects. In addition, he has a history in residential land development, public roadway projects, minor water and wastewater treatment plant design, water distribution systems, wastewater collection systems, storm water modeling, detention pond design, storm water pollution prevention plans, and environmental inspections, permitting and modeling. He has a Bachelor of Science in Chemical Engineering from the University of Oklahoma.
Neil Robinson, P.E.
Senior Project Manager
Mr. Robinson has served as designer and/or project manager for various public works and private development projects during his tenure as a consultant. He is the engineer of record for the $150 million American Indian Cultural Center in Oklahoma City. His public works experience ranges from site development through roadway design to water and wastewater treatment facilities. Neil has completed the design of sanitary sewer lift station improvements to connect the Town of Hall Park to the City of Norman collection system. He also supervised final design of approximately 20,000 feet of sanitary sewer rehabilitation for older wastewater lines in the City of Norman. Neil’s experience includes sanitary sewer inflow and infiltration studies covering approximately 20 square miles in Oklahoma City. Neil also managed the 640-square-mile baseline water quality study for the City of Oklahoma City National Pollutant Discharge Elimination System.
Josh Risley, P.E.
Mr. Risley has many years of experience as Design Engineer and Project Manager. His work has involved management of both commercial and residential projects from conception through completion, while maintaining a close watch on budget limitations and design requirements. Josh has practical knowledge in stormwater/drainage design, utility system design, roadway design, and subdivision layout. Josh has extensive experience in the use of AutoCAD, StormCAD, Land Desktop Development, and Civil 3D.
