Challenge: A client wanted to begin building a new $20 million fiberboard manufacturing facility in less than four months. Prior to initiating construction, the company needed five permits or investigations completed: state air quality construction permit for a major source of criteria pollutants; surface impoundments construction permit; storm water construction permit; wetlands permit; and an endangered species investigation.

Solution: Cardinal completed permitting necessary to begin construction and assisted with the public hearings and informational meetings related to the permitting. The air permit application was developed in less than two months and approved by the State within the allotted four-month period. All other permits were likewise completed ahead of the construction schedule.

A confidential, medium density fiberboard (MDF) manufacturer located in Southeast Oklahoma produces approximately 104,000 tons per year MDF.  The facility includes steam generation, wastewater treatment, and wood recycle operations.  Air emissions were the primary construction and permitting concern.  Baghouses, cyclones, and scrubbers are used throughout the plant.

Cardinal has assisted this project, which is a merchant power plant permitted in  2001 and will produce approximately 1200 MW in combined cycle operation for electricity sale to the wholesale market.  The facility will also have the capability of producing steam for industrial users.  Water for the project will be obtained from the Poteau River. 

Cardinal has assisted with this project in numerous ways:

Cardinal Engineering, Inc. was selected to provide comprehensive environmental investigations for a proposed 48.6 mile stretch of new turnpike alignment in the southeastern part of Oklahoma.  Cardinal investigated a 600 foot wide corridor over the entire length of the preferred alignment and sensitive zones of several alternative alignments.  Subsequent phases have allowed Cardinal to delineate identified wetland areas, develop wetland and archaeological site mitigation plans and complete the comprehensive permitting documentation for approval of construction in conjunction with wetland, archaeological, and stream crossing identified sites.
