A plant-wide environmental audit can save a company thousands of dollars in compliance costs and potential fines through a process of continual improvement and demonstration of effort.

Increasingly Cardinal clients ask for help vertically throughout the company–from shop floor to top management–and desire an assessment of their facility's compliance with applicable air, water, and waste regulations. Cardinal provides the catalyst for proactively complying with regulations and minimizing liabilities. By listening to facility employees, watching operations, reviewing documents, and participating in periodic organizational meetings, Cardinal understands the company’s processes, mission, and priorities and provides environmental expertise. Because Cardinal continually monitors regulatory changes, company employees can focus on the business and operations. We call this our "watchdog" service.

Challenge: A client desired a review of regulations which may affect his business and solutions to problematic areas.

Solution: Through a comprehensive study of federal air quality regulations, Cardinal determined New Source Performance Standards had erroneously been left out of the construction permit done several years previously. Cardinal determined the steps needed to show compliance, notified the regulatory agency of activities, and provided quality assurance services during the compliance testing. Reporting to the regulating agency included the test results and information as necessary to bring the site into total compliance. No violations or fines were issued by the agency, and the facility was allowed to proceed towards completion of its Title V permit application.

The EPA has released a policy stating noncompliance issues identified through the audit process are eligible for decreased penalties provided the facility takes action to meet the regulations and promptly reports its findings. Most states have similar policies. In most cases where human health has not been harmed, neither the EPA nor the state levies fines nor refers the cases for enforcement or litigation. Cardinal can help companies take advantage of this EPA position through audits and negotiations with state or federal agencies as necessary.
